Operating Codes

PRESIDENT - Operating Code
Purpose:
The President shall conduct the affairs of the Association according to
the Constitution.
Organization:
The President shall assume office following the State Convention. The
assumption
of office shall be automatic after serving in the capacity of
President-Elect for the previous year.
Duties:
- Act as Chair-person of Executive Board meetings.
- Act as Chair-person of Association meetings.
- Serve as Chair-person of State Convention committee.
- Serve on Nominating Committee.
- Appoint special officers as named in the Constitution.
- Appoint committee members as needed.
- Prepare an agenda for Executive Board meetings and mail to Board members.
- Keep Association membership informed of Association plans,
accomplishments and problems.
- Serve on the Advisory Council of Central District of AAHPERD.
- Serve on the Representative Assembly of Central District of AAHPERD
and the AAHPERD Representative Assembly.
- Appoint delegates from CAHPERD membership to serve on the Central
District Representative Assembly and the AAHPERD Representative Assembly.
- Serve as a CAHPERD representative on the Colorado Advisory Committee
on Physi
cal Education.
- Appoint CAHPERD representatives for committees requested by the
Central District, AAHPERD and to other organizations requesting representation.
- Maintain liaison with the State Department of Education, Colorado
Education Association and related organizations.
- Make an annual report of his/her administration to the Executive Board.

PRESIDENT-ELECT
Purpose:
The President-Elect shall work closely with the President, assisting when
needed
and prepare for the presidency the following year.
Organization:
The President-Elect shall be elected in accordance with the
Constitution. He/she
shall assume office following the State Convention.
Duties:
- Act for the President in his/her absence. Succeed the President
in case of
his/her death, resignation, or removal from office.
- Represent CAHPERD at the following:
- Leadership Conference of AAHPERD
- Representative Assembly of AAHPERD
- State, District, and National conventions
- Serve on State Convention Planning Committee.
- Serve on Nominating Committee.
- Attend all Executive Board meetings.
- Oversee activities of Divisions including meeting reports and workshops.
- Serve on the Jump Rope For Heart Task Force.

PAST PRESIDENT
Purpose:
The Past President shall act as State Nominating Chair-person for the
current year. He/she shall also work closely with the President and President-Elect
in conducting the affairs of the Association.
Organization:
The Past President shall assume office following the State
Convention. The assumption of office shall be automatic after serving in the capacity of
President
for the previous year.
Duties:
- Assist the President in any manner he/she can.
- Act as Chair-person of Nominating Committee.
Duties of Nominating Committee Chair-person:
- Call for nominations in Communicator, Journal and/or special mailing.
- Request vitae from nominees so summaries can be published in summer.
- Request nominees attend business meeting at state convention.
- Try to provide for equal number of men and women and equal
representation from all levels of education.
- Present slate of nominated officers at business meeting.
- Chair Past Presidents Council.

PAST PRESIDENTS COUNCIL
Purpose:
To serve as an advisory group to the current President and Executive
Board.
To determine how to do a better job of interpreting to the people of
Colorado the
true meaning and importance of health, physical education, recreation
and dance.
To provide assistance, advice, and consultation to communities, boards,
commissions, local government, and professional leaders upon request.
Organization
The committee shall be a standing committee and consist of all Past
Presidents.
The immediate Past President shall serve as chair-person.
Duties
- To serve as consultant to local officials and leaders in
establishing organized programs for their schools and communities.
- To provide information on enabling legislation and to assist in
establishment of the type of organization best suited for that community.
- To meet a minimum of one time a year at the CAHPERD convention.
- To serve as an advisory council to the current Executive Board.
- To receive minutes of Executive Board meetings.
- Past Presidents are ex officio board members and invited to
attend Executive
Board meetings.
- According to the Constitution, Past Presidents are life members
of CAHPERD and eligible to hold office if they so desire.
- To perform other duties as requested by the current President.

SECRETARY
Organization:
The Secretary shall be elected in accordance with the Constitution.
He/she shall
first serve a one year internship as Secretary-Elect and then assume
office following the State Convention for a one year term.
Duties:
- Attend all Executive Board meetings.
- Take attendance and minutes, type and send to all Executive Board
members, past presidents, and committee members.
- Help with conference/convention registration.
- Train Secretary-Elect to take minutes.
- Publish minutes in Communicator

MINUTES
Minutes should contain:
- a record of all actions and proceedings.
- a record of the date, hour, and place at which the meeting was
called to order, the type of meeting (regular, special, adjourned), the name of the
presiding
officer, names of present board members and the fact that a quorum was
present.
(The minutes of a special meeting should also include a copy of the
notice or call for the meeting.)
- a record of all motions and resolutions, whether passed or lost,
the name of
the proposer and seconder, and the way in which each motion was disposed
of. The exact wording of all motions should be recorded.
- a record of committee reports with the name of member presenting
it, the action taken on the report, and reference to file where report can be
found. Important reports can be briefly summarized in the minutes.
- . specific statements of transacted business.
- each page should be numbered and have the date of the meeting.
Minutes should not contain:
- a record of discussions.
- a member's views or protests on a motion unless a motion
permitting such action is passed by a majority vote.
- the full contents of reports.
- the personal opinions, interpretations, or comments of the secretary.
- adverse criticism of members except in the form of a motion
censoring or reprimanding a member.
- praise of members except in the form of officially adopted votes
of thanks, gratitude or commendation.
Minute Book:
An exact copy of the official approved minutes should be entered in a
suitable book, kept in a safe place, and passed along to the next secretary.
Corrections to
minutes need to be noted on original copy and initialed by secretary.

SECRETARY-ELECT
Organization
The secretary-elect shall be elected in accordance with the Constitution
and serve a one year term after which he/she shall become Secretary.
Duties:
- Act for the Secretary in his/her absence. Succeed the Secretary
in case of
his/her death, resignation, or removal from office.
- Attend all Executive Board meetings.
- Assist Secretary with duties whenever possible in order to
receive training
in taking minutes and the membership renewal process.
- Send renewals to old members one month before they are due.
Labels will be supplied by the Executive Secretary.
- Keep membership cards on file according to membership month renewal.
- Help with conference/convention registration.

TREASURER
Organization:
The Treasurer shall be elected in accordance with the Constitution.
He/she shall
first serve a one year internship as Treasurer-Elect and then assume
office following the State Convention for a two year term.
Duties:
- Attend all Executive Board meetings.
- Receive all monies and deposit in appropriate accounts
- Assure that all legitimate financial obligations of CAHPERD, as
approved by the Board, are met in a timely basis.
- Receive monthly bank statement, record transactions, and balance
check book.
Forward copies of vouchers to Executive Secretary.
- Issue membership receipts and membership cards.
- Coordinate conference/convention registration with Executive Secretary.

TREASURER-ELECT
Organization
The Treasurer-Elect shall be elected in accordance with the Constitution.
He/she
will assume office following the State Convention to serve a one year
internship
before assuming the office of Treasurer for a two year term.
Duties:
- Act for the Treasurer in his/her absence. Succeed the Treasurer
in case of
his/her death, resignation, or removal from office.
- Attend all Executive Board meetings.
- Assist Treasurer with duties whenever possible.
- Work closely with Treasurer and Executive Secretary to coordinate
conference
/convention registration and preregistration.
- Assume duties of the Treasurer if he/she is unable to fulfill
those duties.

EXECUTIVE SECRETARY
Operating Code/Position Description
Position Functions and Objectives
The Executive Secretary of the Association is employed\contracted to
provide administrative support to the Executive Board and sections of the
Association; including financial record keeping. The position reports to the President of
the Association and is accountable to the Executive Board for all activities.
Duties and Responsibilities
Within the limits of the Association's Bylaws, established policies and
procedures, and the Executive Secretary contract, the Executive Secretary has the
following duties and procedures:
Programs and Activities:
- Implement decisions of the Executive Board.
- May recommend to the Executive Board programs and policies which
further the
objectives of the Association.
Financial Management:
- Assist the Treasurer in maintaining current and accurate
financial records for the Association which at all times meets established and recognized
standards
of accounting.
- Cooperate with the Treasurer in preparing monthly financial
reports to the Association President and others as requested.
- Assist the Treasurer in cooperating with the American Alliance's
established
audit of accounts procedures and provide all the required information
for the audit every two years.
- Provide historical information and assist the Association's
Budget Committee
in preparing an annual budget of income and expenses of the Association.
- Cooperates with the Treasurer in filing all applicable national
and state reports.
Secretarial Duties Performed as Authorized by the Executive Board:
- Purchase supplies and materials.
- Maintain all required and appropriate records and files of
correspondence, minutes, business transactions, contracts and other records reflecting
activities
and business of the Association.
- Cooperates with the President in filing all applicable national
and state reports.
- Coordinates printing and distribution of Association mailings,
including but
not limited to, convention brochures, flyers, membership cards, and
stationery.
- Keeps membership lists up-to-date.
- Gets and sorts the Association's mail.
- Maintains mailing lists (membership, schools, affiliate organizations)
- Provides mailing labels, as needed.
Committee\Section Relationships:
- Provides information on Association policies, procedures, and
historical data upon request.
- Maintains records of activities, including flyers and reports of
events, section and committee memberships, and annual reports.

EDITOR, The Communicator
The CAHPERD Constitution states:
ARTICLE VIII. PUBLICATIONS
- Section 1.
- The membership shall be kept informed of the activities of the
Association through a newsletter and journal. Other materials may be published and/or
distributed at the discretion of the Executive Board.
- Section 3.
- The newsletter shall be called The Communicator. Its purpose shall
be to inform the membership of current Association and Alliance events, issues and
happenings.
The Communicator Editor is responsible for:
- soliciting appropriate articles for the Communicator Potential
authors include but are not limited to public school physical educators, higher
education professors, students, employees of related agencies (Heart Association,
Seatbelt Network, Colo. Health Dept. etc.).
- writing a one page editorial on any subject related to our
profession(s) for
each issue. The editor may request guest editorials if he/she so desires.
- editing, correcting and proofreading the articles before
typesetting and the
final draft of the The Communicator before it goes to the printer.
At this time the Executive Secretary is responsible for:
- typesetting.
- page layout and pasteup including photos.
- contacting the printer and arranging for printing.
- mailing and distribution.

EDITOR, COLORADO JOURNAL OF HEALTH, PHYSICAL
EDUCATION, RECREATION AND DANCE
The CAHPERD Constitution states:
ARTICLE VIII. PUBLICATIONS
- Section 1.
- The membership shall be kept informed of the activities of the
Association through a newsletter and journal. Other materials may be
published and/or
distributed at the discretion of the Executive Board.
- Section 2.
- The journal shall be called COLORADO JOURNAL OF HEALTH, PHYSICAL
EDUCATION, RECREATION AND DANCE. It's purpose shall be to inform
the Association of
professional research and information.
The Journal Editor is responsible for:
- soliciting appropriate articles for the Journal. Potential
authors include
but are not limited to public school physical educators, higher education
professors, students, employees of related agencies (Heart Association,
Seatbelt
Network, Colo. Health Dept. etc.).
- soliciting appropriate photographs, especially the cover. Photos
may accompany an article or be generic.
- writing a one page editorial on any subject related to our
profession(s) for
each issue. The editor may request guest editorials if he/she so desires.
- editing, correcting and proofreading the articles before
typesetting and the
final draft of the Journal before it goes to the printer.
At this time the Executive Secretary is responsible for:
- typesetting.

ELEMENTARY PHYSICAL EDUCATION CHAIR
Purpose:
To serve the association by keeping current in areas pertaining to
physical education and to disseminate such information to the membership.
Organization:
The Elementary Physical Education Chair shall assume office following the
State Convention. The assumption of office shall be automatic after serving in
the capacity of Elementary Physical Education Chair-Elect for the previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit or arrange to have submitted, one article a year to the
editor of the
JOURNAL.
- Submit appropriate information to the editor of the COMMUNICATOR
for publication.
- Participate in the planning and carrying out of clinics and
workshops as needed.
- Actively solicit new members for CAHPERD.
- Assist on the convention committee:
- Choose topics and arrange speakers for division sessions.
- Arrange for sessions to be attended by a presider who
will:
1) give presenter V.I.P. treatment
2) collect evaluation of sessions
- Send thank you notes to presenters within one week after
convention.
- Maintain a current resource list of organizations, experts, and
contact people relative to Physical Education.
- Submit a report of division activities to the President at each
board meeting.
- Hold committee meeting with chairperson-elect and plan year's
program of activities.
- Submit a nominee for Elementary Physical Education Chair-Elect to
succeed the current Chair-Elect.
- Perform other duties as designated by the President.

The Middle School Physical Education Chair shall assume office following
the State Convention. The assumption of office shall be automatic
after serving
in the capacity of Middle School Physical Education Chair-Elect for the
previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit or arrange to have submitted, one article a year to the
editor of the

- Submit appropriate information to the editor of the COMMUNICATOR
for publication.

Duties:

for publication.
- Participate in the planning and carrying out of clinics and

ADAPTIVES CHAIR
Purpose:
To serve the Association by keeping current in areas pertaining to
Adaptive physical education and disseminate such information to the membership.
Organization:
The Adaptives Chair shall assume office following the State Convention.
The assumption of office shall be automatic after serving in the capacity of
Adaptives Chair-Elect for the previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit, or arrange to have submitted, one article a year to the
editor of the JOURNAL.
- Submit appropriate information to the editor of the COMMUNICATOR
for publication.
- Participate in the planning and carrying out of clinics and
workshops as needed.
- Actively solicit new members for CAHPERD.
- Assist the convention committee:
- Choose topics and arrange speakers for division sessions.
- Arrange for sessions to be attended by a presider who will:
1) give presenter V.I.P. treatment

Athletics and
disseminate such information to the membership.
Organization:
The Athletics Chair shall assume office following the State Convention.

Athletics Chair-Elect for the previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit, or arrange to have submitted, one article a year to the
editor of the JOURNAL.
- Submit appropriate information to the editor of the COMMUNICATOR
for publication.
- Participate in the planning and carrying out of clinics and
workshops as needed.

Chair-Elect for the previous year.
Duties:

Purpose:

The Health Chair shall assume office following the State Convention. The
assumption of office shall be automatic after serving in the capacity of Health
Chair-Elect for the previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit, or arrange to have submitted, one article a year to the
editor of the JOURNAL.
- Submit appropriate information to the editor of the COMMUNICATOR
for publication.
- Participate in the planning and carrying out of clinics and
workshops as needed.

HEALTH CHAIR-ELECT
Organization:
The Health Chair-Elect shall be elected in accordance with the
Constitution and assume office following the State Convention.
Duties:
- Act for the Chair in his/her absence. Succeed the Chair in case
of his/her
death, resignation, or removal from office.
- The Health Chair-Elect shall assist the chair in the above
duties.
- Serve as the liaison between the Executive Board, the membership,
related organizations and other interested persons in Health.

RECREATION CHAIR
Purpose:
To serve the Association by keeping current in areas pertaining to
Recreation and
disseminate such information to the membership.
Organization:
The Recreation Chair shall assume office following the State Convention.
The assumption of office shall be automatic after serving in the capacity of
Recreation
Chair-Elect for the previous year.
Duties:
- Attend all meetings of the Executive Board and carry out
responsibilities designated by them.
- Submit, or arrange to have submitted, one article a year to the
editor of the JOURNAL.
- Submit appropriate information to the editor of the COMMUNICATOR
for publication.
- Participate in the planning and carrying out of clinics and
workshops as needed.
- Actively solicit new members for CAHPERD.
- Assist the convention committee:
- Choose topics and arrange speakers for
division sessions.
- Arrange for sessions to be attended by a presider who will:
1) give presenter V.I.P. treatment
2) collect evaluation of sessions
- Send thank you notes to presenters within one week
after convention.
- Maintain a current resource list of organizations, experts, and
contact people relative to Recreation.
- Submit a report of division activities to the President at each
board meeting.

AWARDS COMMITTEE
Purpose
To select deserving recipients for the Awards as defined by the Awards
criteria.
Organization The Awards Chair shall be appointed by the President to
serve a one year term. The Chair may be reappointed. The Awards
Committee shall also consist of: the President, Past-President,
President-Elect, Secretary, Secretary-Elect, and a teacher, student and
college representative to be appointed by the Awards Chair. Time and
frequency of meetings shall be left to the discretion of the Awards Chair.
Duties
- Select and notify committee members.
- Solicit
nominations with a mailing.
- Receive nominations by deadline.
- Write a summary of each candidate's resume and send to committee members.
- Meet with committee and make selection of award recipients.
- Write recipients to notify them of their selection. Include information
concerning award ceremony.
- Design and order award plaques.
- Write program sketches and have program printed.
- Arrange
photographer to
take pictures of winners at awards ceremony.
- Meet with recipients at
the convention.
- Present awards at convention.
- Notify newspapers
and superiors (principal, superintendent, department chair, etc.) of
award.
Regulations Governing the Awards:
- Only those nominees for whom resumes have been submitted shall be
considered by the committee for an award.
- The number of awards awarded each year in the Honor, Teacher and
Recognition categories shall not be limited and is left to the discretion of the
committee.
- A person may receive the Honor Award more than once.

Nominations received but not selected by the committee may be held over
for consideration for an award the following year.
- Nominations for
the Teacher Award should be accompanied by letters of recommendation from
the teacher's principal or supervisor and from the person who submitted
the nomination.
- Nominations for the Student Award should be
accompanied by two letters of recommendation from the department.
History
The CAHPERD awards program was first started because several CAHPERD
members were concerned that Colorado people were left out of Central
District Honor Awards. Upon inquiry, it was found that Central District
would not honor Colorado educators if Colorado did not honor their own.
During Doris Steffey's term as president of CAHPERD (1968-69), she
appointed Mary Behling and Dr. Theresa Malumphy to investigate various
state honors programs and to set up guidelines for selection. The first
awards were presented in 1969. The Recognition Award was added in 1974.
The President's Award was presented in 1975. In 1976 there were four
award categories: Honor, Recognition, Teacher and Student.
